The initial studies for the Islamic Revolution & Holy Defense Museum project started in 2004. The first plan was approved after several meetings by the municipality director and Head Quarter of the Armed Forces of Islamic Republic of Iran in April 2005. A competition had been held in order to select the best possible design for the museum. 250 groups attended the competition among which 42 were ultimately allowed to submit their works to the secretariat. Then, the winners were granted their prized in a ceremony with the presence of the mayor of Tehran, the Head of Islamic Council of Tehran, and the chief of the Foundation for Preserving the Works and Propagating the Values of the Holy Defense.
